Creates section 83.684 of Florida Statutes to protect tenants and minor children who are victims of domestic violence, dating violence, sexual violence, or stalking.

Prohibits landlords from terminating rental agreements, evicting tenants, or refusing to rent based solely on the tenant's status as a victim of such violence or stalking.

Allows victims to terminate rental agreements immediately with written notice and supporting documentation, with tenants owing prorated rent for 30 days or remaining rent if terminating within 30 days of lease end.

Requires landlords to change locks within 24 hours of a victim's written request; if landlords fail to do so, tenants may change locks themselves under specified conditions.

Prohibits landlords from discriminating against prospective tenants based on prior terminations due to violence, requires confidentiality of victim information, and imposes civil liability of $1,000 in punitive damages plus actual damages and attorney fees for violations.
