Removes the mandatory retention requirement for third grade students based on English Language Arts assessment performance, effective July 1, 2017.

Allows third grade students who score below Level 2 on the statewide English Language Arts assessment to be promoted to grade 4 if they meet a good cause exemption under paragraph (6)(b).

Modifies parental notification requirements to remove language stating that students with unmediated reading deficiencies by end of grade 3 must be retained, while maintaining notification of proposed interventions and support services.

Updates provisions for retained students to specify they must receive intensive reading interventions, 90 minutes of daily reading instruction, participation in summer reading camps, and assignment to highly effective teachers.

Maintains policies for good cause exemptions (including portfolio demonstrations, alternative assessments, English language learner status, and students with disabilities) and midyear promotion for students showing sufficient reading proficiency.
