Requires expressway authorities in counties with populations over 100,000 to provide a 3 percent rebate on tolls paid through electronic toll collection systems.

Mandates transfer of 20 percent of surplus toll revenue (after operating costs and debt obligations) from expressway authorities to their county for public transportation and transit facility improvements.

Requires counties to submit a report to the President of the Senate and Speaker of the House within 90 days of receiving transferred revenue, including transfer amount, project descriptions, and proposed budgets and completion dates.

Renumbers existing subsections of Florida Statute 348.0004 and conforms cross-references accordingly.

Takes effect July 1, 2017.
