Amends the definition of "recovered materials" in Florida Statute 403.703 to include wood, asphalt, and concrete materials alongside existing categories of metal, paper, glass, plastic, textile, and rubber.

Specifies that recovered materials must have known recycling potential, be feasibly recyclable, and be diverted from the solid waste stream for sale, use, or reuse as raw materials.

Clarifies that recovered materials, as defined, are not classified as solid waste.

Renumbers subsections (2) and (3) of section 403.703 for organizational purposes.

Takes effect July 1, 2017.
