Defines "CAPE pathway" as a coherent sequence of rigorous academic and career courses leading to industry-recognized certificates and transition to postsecondary credentials at Florida public institutions.

Requires each school district to develop at least one CAPE pathway in a regional high-demand area by the 2020-2021 school year, in consultation with local businesses and Florida College System institutions.

Mandates school districts submit cost reports by November 1, 2019, and annually report enrollment numbers and completion rates for CAPE pathways to the Commissioner of Education.

Allows parents to enroll children in any school's CAPE pathway within the district that has not reached capacity, with the district providing transportation.

Requires each school to hire a career education program specialist to coordinate career programs, assist teachers, and guide students in customized learning paths.
