Prohibits the Fish and Wildlife Conservation Commission from issuing recreational hunting permits that allow killing Florida black bears that are mothering cubs under 100 pounds.

Makes unlawful harvesting of saw palmetto berries on state lands a second-degree petit theft, regardless of the value of berries taken.

Authorizes the Fish and Wildlife Conservation Commission to designate and update Florida black bear habitats on state lands using science-based approaches, including denning areas and areas with critical food sources.

Prohibits prescribed burns on state lands during February in habitats designated by the Fish and Wildlife Conservation Commission as areas where female bears are likely denning.

Effective July 1, 2017.
