Establishes the "Florida Sports Foundation" as a direct-support organization under the Department of Economic Opportunity to promote the sports industry, amateur athletics participation, and Florida as a host for national and international athletic competitions.

Restructures the foundation's board of directors to consist of 20 members appointed by the Governor, including representatives from professional sports franchises, sports commissions, and various sports industries, with 4-year terms and no consecutive term limits.

Requires the foundation to operate under written contract with the Department of Economic Opportunity by July 1, 2017, and mandates annual financial audits in accordance with state law.

Removes residency requirements for participants in the Sunshine State Games and Florida Senior Games, and transfers authority to allow use of state university facilities from the Governor's office to the Department of Economic Opportunity.

Replaces "Enterprise Florida, Inc." with "Florida Sports Foundation" throughout statutes governing specialty license plate revenue distribution for Olympic Committee, professional sports teams, golf, NASCAR, and tennis programs.
