Authorizes solar energy systems manufactured or sold in Florida to be certified by licensed professional engineers using Florida Building Code standards as an alternative to center testing and certification.

Removes the Construction Industry Licensing Board's responsibility to define "incidental to their business" for public utility exemptions from construction contracting regulations.

Appropriates $150,000 in nonrecurring funds from the Professional Regulation Trust Fund to the University of Florida M.E. Rinker, Sr., School of Construction Management for the Construction Industry Workforce Task Force for fiscal year 2017-2018.

Revises Florida Building Code update procedures to require a two-thirds vote (instead of three-fourths) for technical advisory committee recommendations and prohibits adoption of certain standards including ASHRAE Standard 9.4.1.1(g) and self-closing door devices between garages and residences.

Preempts local ordinances in counties with populations over 1.3 million that conflict with corporate branding requirements or gasoline price sign visibility standards, prohibits local permit requirements for residential painting, and restricts water utility charges for fire sprinkler systems in one- and two-family dwellings.
