Authorizes insurers to opt out of state-mandated preinsurance inspection requirements for private passenger motor vehicles by filing a manual rule with the Office of Insurance Regulation.

Allows insurers that opt out to establish their own preinsurance inspection requirements, which must be disclosed in the filed manual rule.

Prohibits insurers from requiring applicants to pay for the cost of preinsurance inspections.

Deletes an obsolete provision requiring the Division of Insurance Fraud to report inspection data to state leadership by December 1, 2016.

Takes effect July 1, 2017.
