Proposes creation of Section 22 of Article III to authorize Florida citizens to propose legislation by initiative, reserved as a power of the people.

Requires initiative petitions to be signed by electors equal to 4 percent of votes cast in each of one-half of congressional districts and statewide in the previous presidential election.

Prohibits initiatives from proposing laws regarding judicial numbers, assignment, or jurisdiction; laws requiring extraordinary legislative votes; and laws changing municipal, county, or district boundaries.

Requires initiative legislation to comply with single-subject and anti-amendment-by-reference constitutional requirements and prohibits gubernatorial veto of voter-approved initiatives.

Allows legislature to amend or repeal voter-approved initiatives only by four-fifths vote within one year or three-fifths vote after one year, and requires Supreme Court review of initiative petitions prior to ballot submission.
