Adds mental injury through psychological abuse, manipulation, or parental alienation to the legal definition of "harm" to a child's health or welfare when it creates significant developmental, personality, or psychiatric pathology as diagnosed by a licensed mental health professional

Expands mandatory reporting requirements for child abuse to explicitly include harm or mental injury as defined in the statute, requiring any person with knowledge or reasonable suspicion to report to the department

Requires the Board of Psychology within the Department of Health to revise continuing education requirements for psychology license renewal to include training on child psychological abuse, manipulation, and parental alienation

Becomes effective July 1, 2017
