Creates section 877.28 of Florida Statutes prohibiting removal or attempted removal of tangible personal property from an emergency scene if such action obstructs or impedes another person's ability to leave in a life-threatening circumstance.

Defines "emergency scene" as an area with imminent danger of death or bodily injury due to a temporary occurrence, condition, or threat thereof.

Establishes criminal penalties for violations: second-degree misdemeanor as base offense, escalating to first-degree misdemeanor if bodily injury occurs, third-degree felony if serious bodily injury occurs, and second-degree felony if death occurs.

Takes effect October 1, 2017.
