Creates section 877.28, Florida Statutes, making it a felony of the third degree for a person to enter or be found in Florida if they were denied admission, excluded, deported, or removed from the United States pursuant to 8 U.S.C. § 1151 et seq.

Establishes criminal penalties under sections 775.082, 775.083, or 775.084 for unauthorized reentry into the state.

Provides two exceptions to the felony charge: (1) the United States Attorney General expressly consents to the person's reapplication for admission before reembarkation or upon application from a foreign contiguous territory, or (2) the person establishes they were not required to obtain advance federal consent under federal law.

Takes effect October 1, 2017.
