Revises administrative fee structure that district sponsors may withhold from charter schools, ranging up to 5 percent for standard schools and 2 percent for high-performing charter schools, with specific caps based on enrollment size and school type.

Provides Title I funds directly to eligible schools including charter schools, requires charter school annual service surveys, allows for-profit charter school savings to support other schools within same entity, and modifies blended learning course eligibility to require full-time student status.
