District school boards must adopt policies by July 1, 2018 requiring picture identification from persons retrieving students in prekindergarten through grade 8 outside normal dismissal times, with policies submitted to the Department of Education.

Picture identification is defined as a valid state driver license, state identification card, or United States Military identification card.

Nonpublic schools, child care facilities, large family child care homes, private schools, and faith-based child care facilities must adopt identical picture identification policies for prekindergarten through grade 8 children by July 1, 2018, with copies maintained on premises and available for inspection.

All policies must ensure students and children are not released to unauthorized persons.

Act takes effect July 1, 2017.
