• Expands the definition of "building code administrator" and "building code inspector" to include contracted persons, not just government employees.

• Adds a new internship certification pathway (4 years) for building code inspectors and plans examiners employed by governmental jurisdictions, requiring passage of International Code Council exams and board-approved training.

• Allows counties, municipalities, school boards, community colleges, state universities, and state agencies to contract with private entities for building code administrator, building official, and inspection services.

• Permits certified electrical and alarm system contractors to act as prime contractors or subcontract remaining work on projects where the majority of work is within their licensed scope.

• Reduces the voting requirement for technical advisory committee recommendations from three-fourths to two-thirds majority, and requires Florida Building Code adoption and amendments by a minimum two-thirds vote of commission members present.
