Department of Transportation must erect commemorative signage along S.R. 589/Veterans Expressway between S.R. 60 in Hillsborough County and U.S. 98 in Hernando County honoring World War I, World War II, Korean War, Vietnam War, Operation Desert Shield, Operation Desert Storm, Operation Enduring Freedom, and Operation Iraqi Freedom.

Establishes an annual $25 use fee for the Ethical Ecotourism license plate, with fees split equally between the Florida Society for Ethical Ecotourism and Paddle Florida, Inc., allowing each organization up to 10 percent for administrative costs and marketing.

Creates a new special license plate for Bronze Star medal recipients, featuring the Bronze Star Medal likeness on the plate, including a variant for recipients with the "V" device.

Restructures military-related special license plate provisions by consolidating eligibility criteria and clarifying that applicants must provide proof of qualification and payment of license tax to receive plates for veterans, National Guard members, Pearl Harbor Survivors, Purple Heart recipients, and various combat badge/medal recipients.

Effective dates: October 1, 2017 for the Ethical Ecotourism plate provisions; July 1, 2017 for all other provisions.
