Requires all local government stormwater management plans and programs to incorporate best management practices adopted by the Department of Environmental Protection and other local stormwater management measures

Presumes that development applications implementing the Department's best management practices are in compliance with local government water quality standards for stormwater discharges to surface waters, wetlands, or groundwater

Prohibits counties, municipalities, and political subdivisions from adopting or enforcing water quality standards for stormwater discharges that are more stringent than state standards, except for jurisdictions that had already adopted more stringent standards before January 1, 2017

Encourages local governments to consult with water management districts, the Department of Transportation, and the Department of Environmental Protection before adopting or updating comprehensive plans or public facilities reports

Takes effect July 1, 2017
