OPPAGA shall conduct a study of the district cost differential calculated by the Commissioner of Education for each school district

OPPAGA must provide recommendations on whether the district cost differential should be eliminated, what should be included in the formula, what the appropriate formula should be, and how allocations should be distributed among school districts

OPPAGA shall submit a report with findings and recommendations to the President of the Senate and Speaker of the House of Representatives by January 1, 2018
