SB 1396 - Regulated Professions and Occupations

• Eliminates requirement that yacht and ship brokers maintain separate licenses for each branch office and removes associated branch office licensing fees.

• Repeals regulation of labor organizations (Chapter 447) including business agent licensing, permits, registration requirements, and associated fees.

• Repeals Part VII of Chapter 468 regulating talent agencies and eliminates state licensing requirements for athlete agents; shifts enforcement to civil and criminal causes of action instead of administrative regulation.

• Redefines "hair braiding" to exclude hair extensions and exempts hair wrapping and body wrapping from cosmetology regulation; eliminates licensing requirements for nail polish application and hair/body wrapping services.

• Changes architectural and interior design licensing from "certificate of authorization" for business entities to a "qualifying agent" model where individual registered architects/designers qualify business organizations; allows qualifying agents to practice independently or qualify multiple business organizations.
