Expands oversight of local governmental entities, charter schools, charter technical career centers, and district school boards in financial emergencies to include the Governor, Senate, House of Representatives, and Legislative Auditing Committee.

Requires entities in financial emergency to notify the Governor, President of the Senate, Speaker of the House, and Legislative Auditing Committee within 30 days of determining a financial emergency condition exists.

Establishes a financial emergency board consisting of 7-13 members appointed through a nomination process involving legislative leaders and the Governor (or State Board of Education for school boards), with the chair required to have experience in audit, investigation, law enforcement, or fraud prevention.

Grants the financial emergency board authority to hire legal counsel, issue subpoenas, access all records and data, and conduct reviews and investigations to resolve the financial emergency.

Provides that board members of a local governmental entity or district school board who fail to vote affirmatively on recommendations within 60 days are subject to suspension by the Governor for malfeasance and misfeasance.
