Creates section 1002.25 of Florida Statutes establishing school funding transparency and parent rights regarding per-pupil spending information.

Requires Department of Financial Services to develop a website allowing parents to input their child's school district, grade level, free/reduced lunch eligibility, and exceptional student or English proficiency status to receive estimated state, local, and federal funding amounts spent on their child's education.

Mandates Department of Education provide necessary data to Department of Financial Services including student funding calculations, capital outlay amounts, funding source distinctions, and formulas based on the parameters specified in the bill.

Appropriates $500,000 in nonrecurring General Revenue Fund money to Department of Financial Services for fiscal year 2017-2018 to develop the website.

Effective date is July 1, 2017.
