Prohibits seclusion of students with disabilities and bans specific manual physical restraint techniques including prone/supine restraint, choking, pressure on chest/neck, and mechanical restraint.

Allows manual physical restraint only when imminent risk of serious injury or death exists, requires medical evaluation after restraint, and mandates restraint duration only as long as necessary to eliminate the threat.

Requires school personnel using restraint to complete initial certification training covering deescalation, risk assessment, specific techniques, team coordination, and cardiopulmonary resuscitation, plus annual refresher training.

Mandates comprehensive incident reporting within 24 hours including student information, incident context, positive behavioral strategies attempted, medical evaluation results, and parent notification in writing before end of school day.

Requires school districts to develop policies addressing authorized restraint use, personnel qualifications, training procedures, data collection and monitoring, and plans to reduce restraint use with goals and implementation activities.
