Allows minority teacher education scholarship recipients to be enrolled in Florida colleges or universities at any level, rather than restricting to junior year students only.

Requires scholarship recipients to have earned no more than 18 credit hours of upper-division-level education courses to qualify.

Extends scholarship eligibility to students pursuing either a baccalaureate degree or a graduate degree with a major in education leading to initial certification.

Changes the Florida Fund for Minority Teachers budget projection basis from 350 new junior-year scholarships and 350 rising senior renewals to 350 new scholarships and 350 renewal scholarships without grade-level restrictions.

Effective date: July 1, 2017.
