Expands restricted medical licenses from 100 to up to 300 persons annually, plus unlimited Canadian physicians with active licenses; extends contract period from 24 to 36 months; adds free clinics and health professional shortage areas as eligible employment settings.

Creates registration program for volunteer retired physicians with at least 20 years active licensure; requires biennial renewal, supervision by active physician, and service to indigent or underserved populations; waives all associated fees.

Establishes identical restricted license and volunteer retired physician registration programs for osteopathic physicians.

Increases "low-income" definition for health care access from 200 percent to 400 percent of federal poverty level; allows physicians and osteopathic physicians to waive renewal fees if they provide at least 160 hours of pro bono services biennially.
