Increase threshold amounts and reduce mandatory minimums for cocaine trafficking: raises thresholds from 28/200/400 grams to 50/300/500 grams with corresponding mandatory minimums reduced from 3/7/15 years to 2/5/10 years.

Restructure hydrocodone trafficking penalties by eliminating the lowest tier (14-28 grams) and reducing mandatory minimums: 5 years (down from 7), 10 years (down from 15), and 15 years (down from 25) for higher quantities; allow downward departures for quantities under 200 grams if public safety not compromised.

Restructure oxycodone trafficking penalties similarly by eliminating the lowest tier (7-14 grams) and reducing mandatory minimums: 5 years (down from 7), 10 years (down from 15), and 15 years (down from 25) for higher quantities; allow downward departures for quantities under 100 grams if public safety not compromised.

Increase the sentencing multiplier for drug trafficking offenses from 1.5 to 2 under the Criminal Punishment Code; remove the requirement that state attorney motion for sentence reduction be based on substantial assistance by the offender.
