Authorizes the Department of Environmental Protection to impose additional permit conditions on underground injection projects for reclaimed water or other water resources intended to protect, augment, or replenish groundwater resources.

Allows the department to establish zones of discharge for groundwater standards and implement institutional controls such as property interests, use restrictions, access controls, and well construction limitations.

Excludes natural processes that introduce surface or stormwater into groundwater from the new permitting conditions.

Authorizes the department to adopt rules establishing voluntary facility classifications and associated operator licensing requirements for water treatment facilities treating reclaimed water, stormwater, and other water resources.

Effective date: July 1, 2017.
