Creates section 287.05715, Florida Statutes to authorize state agencies to negotiate and enter into pay-for-success contracts with private, nonprofit entities contingent upon General Appropriations Act authorization.

Requires private entities to secure upfront capital from private funders and establishes performance outcome measures determined by the state agency in consultation with the private entity and provider.

Mandates independent, nationally recognized evaluators conduct competitive solicitation to assess whether specified performance outcomes are achieved, with state payment only upon success.

Prohibits private entities from receiving personally identifiable participant information and requires annual reporting to the state agency for the contract duration.

Appropriates $850,000 nonrecurring from the General Revenue Fund to the Department of Health for fiscal year 2017-2018 to support Nurse-Family Partnership infrastructure and implementation in preparation for the pay-for-success program, effective July 1, 2017.
