Directs the Technology Program within the Department of Management Services to expedite implementation of the FCC's Text-to-911 program throughout Florida.

Requires the office to use technology considerations identified in the December 9, 2014 "Statewide Text-to-911 Initiative" report to guide implementation efforts.

Mandates the office assist public agencies and voice communications services providers in implementing text-to-911 technology to allow citizens to send text messages to 911 emergency call takers.

Takes effect July 1, 2017.
