OPPAGA shall conduct a study on performance-based funding for public community colleges and universities, examining national approaches across states.

Study must include analysis of how states structure performance plans, such as the use of recurring versus nonrecurring funds, inclusion in base allocations, and whether benchmarks result in awards or fund withholding.

Study must analyze Florida's performance-based funding system, including institutional demographics, student standardized test scores, scholarship recipients, and enrollment patterns by age and full-time/part-time status.

Study must identify how many performance metrics are identical across Florida institutions versus unique to individual institutions.

OPPAGA must submit report to the President of the Senate, Speaker of the House, and relevant legislative committees by December 1, 2017, with effective date of July 1, 2017.
