Requires the Auditor General to annually audit the Florida School for the Deaf and the Blind in addition to district school boards in counties with populations under 150,000.

Designates clients of the Division of Blind Services and Division of Vocational Rehabilitation participating in on-the-job training as state employees for workers' compensation coverage purposes.

Eliminates eligibility restrictions for virtual instruction, allowing students in kindergarten through grade 12 to enroll in virtual charter schools and district virtual programs without meeting prior eligibility criteria.

Creates the Early Childhood Music Education Incentive Pilot Program for 3 school years providing $150 per full-time equivalent student in kindergarten through grade 2 to selected school districts with comprehensive music education programs.

Extends Florida Polytechnic University's deadline to meet Board of Governors criteria from December 31, 2016 to December 31, 2017.
