Establishes the Coalition for Medicinal Cannabis Research and Education within the H. Lee Moffitt Cancer Center and Research Institute to conduct scientific research, provide education, and guide statewide policy on medicinal cannabis dosing and ordering practices.

Creates a seven-member Medicinal Cannabis Research and Education Board appointed by the Moffitt Cancer Center's chief executive officer, with members serving 4-year terms and representing diverse medical fields including oncology, neurology, pediatrics, and addiction.

Requires the board to annually adopt a Medicinal Cannabis Research and Education Plan and issue reports by February 15 each year to the Governor and Legislature on research projects, community outreach, and future plans.

Authorizes the board to appoint a coalition director responsible for proposing budgets, identifying research priorities, applying for grants, and preparing the annual research plan.

Directs the board to advise the Board of Governors, State Surgeon General, Governor, and Legislature on medicinal cannabis research and education matters in Florida.
