Requires the Department of Education to issue temporary educator certificates within 14 calendar days of a request from an employing school district or private school, and issue professional certificates within 90 calendar days of application.

Allows applicants who complete an approved professional development certification and education competency program and receive a highly effective performance rating to bypass the professional education competency examination requirement for a professional certificate.

Authorizes charter schools and charter management organizations to develop professional development certification programs alongside school districts; requires the department to adopt approval standards by December 31, 2017, and mandates all programs be approved by December 31, 2018.

Establishes requirements for teacher mentorship and induction components including mentor qualifications, weekly mentoring activities, common planning time, and ongoing professional development targeted to new teachers' needs.

Allows participation in mentorship and induction activities (including as a mentor) to count toward renewal requirements for professional certificates.
