CS for SB 1478 - Inspectors General and Auditors

• Chief Inspector General must meet qualifications specified for agency inspectors general, have open and direct access to the Governor, and prepare an annual report summarizing activities and significant budgetary or administrative changes from agency inspectors general.

• Agency inspectors general qualifications expanded to include fraud examination and information security management experience, and inspectors general must be appointed without regard to political affiliation.

• Agency inspectors general authorized to conduct information technology audits and to take and record testimony or statements necessary for investigations or reviews.

• Agency inspectors general must include budgetary and staffing information in annual reports, specifically documenting increases or decreases in budget allocations and permanent, temporary, or full-time equivalent staff.

• Employees of agency inspector general offices exempted from Career Service System and placed in Selected Exempt Service, while agency inspectors general are included in Senior Management Service; auditors in the Department of Financial Services Division of Accounting and Auditing also exempted from Career Service System.
