Requires the Department of State to develop instructions and procedures for electronic submission of vote-by-mail ballots from overseas voters, including uniformed and civilian voters, by October 15, 2017.

Mandates the department consult with supervisors of elections to develop security measures ensuring accuracy, integrity, and protection of voter data from interception and unauthorized access.

Requires the department to perform annual security assessments after each election to evaluate discrepancies in electronically received votes.

Authorizes the department to adopt emergency rules to implement this section, with emergency rules allowed to remain effective beyond the standard 90-day period.

Takes effect July 1, 2017.
