Creates a categorical fund in the Florida Education Finance Program to provide supplemental academic instruction to students in kindergarten through grade 12, allocated annually as specified in the General Appropriations Act.

Requires school districts with one or more of the 300 lowest-performing elementary schools (based on state reading assessment results) to provide an additional hour of intensive reading instruction daily beyond the normal school day for the entire school year.

Designates the 300 lowest-performing elementary schools each fiscal year based on the prior year's state reading assessment results, with exceptional student education centers excluded from the list.

Establishes allocation methodology for categorical funds based on a base amount with workload adjustment for changes in FTE, plus additional funds for districts with schools in the 300 lowest-performing list, with recalculation after October FTE survey and proration if total allocation exceeds appropriated amount.

Removes fiscal year limitations that previously restricted the intensive reading instruction requirement to specific years (2014-2015 and 2012-2013 and 2013-2014 fiscal years), making the requirement permanent.
