Department of Agriculture and Consumer Services must compile and provide annual reports to the Department of Environmental Protection detailing nutrient applications within basins where basin management action plans are required to meet total maximum daily loads.

Department of Agriculture and Consumer Services may request nutrient management and application records from landowners, dischargers, and other responsible parties within affected basins.

Removes language stating "The provisions of" from existing statute language regarding best management practices requirements.

Effective date is July 1, 2017.
