Revises lease agreement requirements for the state to allow the Department of Management Services to waive the termination clause for leases exceeding 50,000 square feet located within 30 miles of the State Capitol for periods up to 7 years.

Creates the Statewide Procurement Efficiency Task Force with 11 members composed of state officials, legislative representatives, local government officials, school board members, business representatives, and procurement law attorneys to evaluate state and local procurement laws and policies.

Requires the task force to submit a final report by July 1, 2018 with recommendations to promote procurement efficiency, streamline policies, and encourage increased use of state term contracts, with the task force terminating December 31, 2018.

Directs the Department of Management Services to prepare and submit a centralized motor vehicle fleet management plan by December 1, 2018 that addresses vehicle assignment, shared-use pools, maintenance, fuel management, alternative fuel vehicles, and cost-efficiency comparisons with third-party vendors.

Effective date of July 1, 2017.
