Contract with a vendor to evaluate health information technology activities statewide and identify best practices for increasing interoperability of patient health records across delivery systems; vendor must submit findings and recommendations to the Legislature by December 31, 2017.

Expand the definition of "third party" liable for Medicaid payments to include health insurers, self-insured plans, group health plans, managed care organizations, workers' compensation, and other entities legally responsible for payment of health care claims.

Extend the filing period for Medicaid lien claims from 1 year to 3 years after the date of last medical care or discovery of third-party liability.

Extend the statute of limitations for agency enforcement actions from 5 years to 6 years after discovery of a cause of action.

Require third-party payers to respond to Medicaid claims within 90 working days with payment, request for information, or denial; failure to respond within 140 days creates an uncontestable obligation to pay the claim.
