• Expands early warning systems to grades 1-8 (from grades 6-8) to identify at-risk students, with data monitoring beginning in the 2018-2019 school year.

• Redefines educational emergencies to allow school boards to negotiate contract exceptions for schools with "D" or "F" grades or those in danger of failing.

• Creates the Florida Best and Brightest Teacher and Principal Scholar Award Program providing scholarships to educators meeting academic achievement standards and performance evaluations, with priorities for those working in low-performing schools and newly hired teachers.

• Revises charter school corrective action requirements to apply when earning an "F" or two consecutive grades below a "C," and modifies turnaround school options to include extended school days, nonprofit partnerships for student support services, and principal autonomy programs.
