Prohibits district school boards from requiring additional information or verification from home education program parents unless the student participates in a publicly funded program or service.

Allows school districts to provide home education students access to career and technical courses and programs, with students reported as full-time equivalent for funding purposes through the Florida Education Finance Program.

Requires school districts to make industry certifications, national assessments, and statewide standardized assessments available to home education program students and notify them of dates, times, locations, and deadlines.

Requires schools and districts to comply with specified procedures in section 1003.26 before instituting criminal prosecution against parents for compulsory school attendance violations.

Exempts dual enrollment students from technology fees and eliminates grade point average requirements for home education students enrolling in dual enrollment if they meet minimum scores on state-adopted placement tests.
