Authorizes the Department of Transportation and Florida Turnpike Enterprise to require electronic transponders for express lane and high-occupancy toll lane use, and limits variable pricing on turnpike express lanes based on level of service standards.

Requires customers whose average travel speed in express lanes falls below 40 miles per hour, effective July 1, 2018, to be charged minimum express lane tolls or general toll lane amounts plus a department-set amount.

Extends the timeframe for programming turnpike toll and bond-financed commitments in Miami-Dade, Broward, and Palm Beach counties from June 30, 2017 to June 30, 2027.

Imposes requirements on expressway authorities in certain counties including: requiring independent traffic and revenue studies to justify toll increases, limiting administrative expenses to 10 percent above the state average, maintaining a minimum 5-mile distance between tolling points on new facilities, and providing 5-10 percent toll reductions for SunPass registrants.

Requires expressway authorities in certain counties to dedicate 20-50 percent of annual surplus revenues to transportation and transit projects, with counties and authorities conducting biennial independent financial audits made publicly available.
