Requires the Florida Turnpike Enterprise to ensure reasonable and practicably feasible entry and exit points on its express lanes and expand such access points.

Mandates that tolls charged for Florida Turnpike Enterprise express lanes must equal the toll for general toll lanes if the express lane average speed equals or is less than the general lane average speed.

Specifies that average vehicle speed shall be measured at the midpoint between an entry and exit point.
