Require clerk of court to notify a person within 10 days if a civil penalty amount on a traffic citation is incorrect, with 30 days to pay the corrected amount.

For a first offense of failure to comply with a civil penalty or appear in court, immediately suspend registration of all motor vehicles in the person's name; for subsequent offenses, suspend driver license and driving privilege.

Allow persons ordered to pay civil penalties for traffic infractions to apply to the clerk for permission to satisfy the penalty through community service if they meet indigency criteria (income at or below 200 percent of federal poverty guidelines or receiving certain benefits).

Prohibit issuance of license plates or revalidation stickers to persons who fail to comply with civil penalties or appear in court by adding reference to section 318.15(1)(a) to the relevant statute.

Require motor vehicle dealers to verify that a purchaser's driver license is valid before finalizing a sale and grant dealers immunity from liability for purchasers with suspended or revoked licenses who sign an attestation that a licensed driver will operate the vehicle.
