Requires involuntary examinations of minors to be initiated within 12 hours of arrival at a facility and completed within 24 hours, unless the attending physician determines additional time is needed to stabilize and assess the minor.

Maintains the existing 72-hour examination period for adults undergoing involuntary examination.

Creates a task force within the Department of Children and Families to analyze data on involuntary examinations of children age 17 and younger and identify alternatives to such examinations, with a report due to the Governor and Legislature by December 1, 2017.

Specifies task force membership including representatives from education, law enforcement, mental health organizations, hospitals, and one family member of a minor who has undergone involuntary examination.

Takes effect July 1, 2017, with the task force expiring March 31, 2018.
