Requires the Office of Program Policy Analysis and Government Accountability to contract with an independent third party to conduct a longitudinal study on Medicaid dental services administration.

Study must examine and compare the effectiveness of the statewide Medicaid prepaid dental health program (2019-2024) with the dental program under statewide Medicaid managed medical assistance (2014-2019).

Study shall analyze spending on dental services, program effectiveness in providing access to care and patient satisfaction, provider satisfaction, and economic benefits to the state from each program.

Office must submit findings report to the Governor, President of the Senate, and Speaker of the House by December 1, 2023.

Legislature may use the report findings to set minimum benefits in procurements occurring after January 1, 2024.

Appropriates $250,000 from General Revenue Fund to the Office of Program Policy Analysis and Government Accountability for fiscal year 2017-2018 to conduct the study.
