Prohibits health maintenance organization contracts with prescription drug benefits from placing HIV/AIDS drugs in the highest classification, copayment, or cost-sharing tiers.

Requires HMO contracts to classify all HIV/AIDS drugs at either the lowest-priced generic rate or non-preferred brand rate, as appropriate for each specific drug.

Prohibits prior authorization procedures, step therapy requirements, drug quantity limitations, and other utilization management techniques for HIV/AIDS drugs except as prescribed by the treating provider.

Takes effect January 1, 2018.
