Requires elevator controllers to monitor closed and locked contacts of hoistway door locking devices and interrupt power to motor and brake if contacts open while car is outside unlocking zone.

Prohibits elevator car restart until owner or authorized agent uses master key to check for obstructions and manually reset the controller after returning locking device to normal position.

Mandates visual indicator visible at all landings until hoistway door locking device returns to normal operating position and controller is manually reset.

Removes previous requirement for underside platform device that stopped downward motion within 2 inches and eliminated manual reset requirement before resuming downward motion.

Directs Florida Building Commission to adopt provisions by October 1, 2017 authorizing nonremovable hoistway door space guards designed to withstand 75 pounds horizontal force and incorporating section 399.031 into Florida Building Code.
