Reclassifies passing a school bus on the side where children enter and exit while the bus displays a stop signal from a moving violation to reckless driving, punished under s. 316.192.

Eliminates the mandatory hearing requirement for passing a school bus violation and removes the specific $200 civil penalty and 180-day to 1-year license suspension for second or subsequent offenses within 5 years.

Adds passing a school bus violation to the list of offenses in s. 318.17 that are excepted from certain chapter 318 provisions.

Removes the school bus passing violation from the list of infractions requiring a mandatory hearing under s. 318.19, while maintaining the $65 additional penalty for deposit into the Emergency Medical Services Trust Fund.
