Authorizes homeowners' associations to submit disputes regarding amendments to association documents, board and committee meetings, and membership meetings (excluding election meetings) to mandatory nonbinding arbitration with the Division of Florida Condominiums, Timeshares, and Mobile Homes as an alternative to presuit mediation.

Requires disputes to be conducted according to section 718.1255 and procedural rules adopted by the division.

Directs the Department of Business and Professional Regulation to establish a fee structure for associations to pay following the conclusion of arbitration proceedings to cover departmental costs.

Takes effect July 1, 2017.
